Duration of the project: January 1, 2022 - December 31, 2022
The project is financed by UNHCR
As an executive partner of UNHCR (since 2003), the Halina Nieć Legal Aid Center currently implements the BMPR program: Border Management and Protection of Refugees.
The first component of the project focuses on monitoring guarded centers for foreigners and Poland's eastern border in the context of access to the refugee procedure and compliance with Poland's international obligations under the 1951 Convention on the Status of Refugees, including, above all, implementation of the principle of non-refoulement. Within the BMPR project, the Center's lawyers provide legal assistance to foreigners seeking protection: those applying for refugee status at the border and those in detention. As part of the project, the Center will also conduct specialized training for lawyers. Legal assistance covers in particular the guarded centers in Biała Podlaska, Lesznowola, Przemyśl and Krosno Odrzańskie. Monitoring is focused on the Polish-Belarusian border and the Polish-Ukrainian border.
The second component of the project (implemented from April 2022) focuses on legal and informational assistance to citizens of Ukraine and other foreigners who arrived in Poland after February 24, 2022, in connection with the armed conflict on the territory of Ukraine. Legal assistance is provided both at the Center's office and at legal aid points where a Ukrainian/Russian-speaking lawyer is available. These points are located in Krakow (5), Wroclaw (2), Lublin (2), Poznan and Rybnik.

International project Solidarity in a Future Europe is connecting citizens from across Europe in a series of conferences. These conferences are designed to bring an understanding of the daily lives of migrants and refugees, to improve the services provided to them and to understand the circumstances that brought them to the European Union. The significance of each conference is the opportunity to connect the general public and local citizens with experts in the field and volunteers from refugee service organizations. The dialogue between these groups will aim to enhance and promote the intercultural conversation with direct paths for engaging in policy advocacy and volunteering.
