Dnia 1 stycznia 2012 r. weszła w życie ustawa o zalegalizowaniu pobytu niektórych cudzoziemców na terytorium Rzeczypospolitej Polskiej, wprowadzająca tzw. abolicję dla cudzoziemców. Na jej podstawie cudzoziemcy, którzy przebywają w Polsce nielegalnie, mają możliwość złożenia wniosku o udzielenie zezwolenia na zamieszkanie na czas oznaczony. Z wnioskiem należy wystąpić do wojewody właściwego ze względu na miejsce pobytu cudzoziemca. Okres składania wniosków wynosi 6 miesięcy, czyli od 1 stycznia do 2 lipca 2012 r.

Poszukujemy osób na stanowiska: koordynator, prawnik nadzorujący, prawnik, asystent ds. kampanii informacyjnej, księgowy/księgowa, specjalista ds. IT, asystent koordynatora do programu bezpłatnej pomocy prawnej dla uchodźców.

A website designed for witnesses and victims of racist and xenophobic incidents in Cracow has been launched. It will facilitate Cracovians to react.  Cases of unequal treatment or physical violence can anonymously be reported at www.open-krakow.pl. Additionally pictures presenting abusive inscriptions can also be sent.

Through the website, Cracovians will be able to become actively involved in the fight against racism and xenophobia in public spaces. All submitted pictures will be published in the Alley of Shame, and the authorities will be notified of the appearance of offensive inscription. Victims who fill a questionnaire located in the section “Report an incident” and decide to leave their contact details, will be able to benefit from legal support.

In the long term,  the goal  is much more ambitious than just collecting data and identifying the problem. The page is a part of the project: "Anti-racism and xenophobia: the development of urban strategy on prevention and reaction" conducted by the Association INTERKULTURALNI PL. “The strategy will be the basis for curriculum and guide for the implementation and coordination of all public institutions in Cracow. Its goal is to reduce acts motivated by racism and xenophobia (abusive inscriptions, vandalism, collective and individual behavior) "- says Dr. Adam Bulandra from the Association INTERKULTURALNI PL. “The strategy will be based on the adaptation of existing worldwide  (including in other European cities) models of dealing with such cases to local, Cracow’s conditions, " adds Bulandra.

Information gathered through the website will be used to understand the specificity of the problem in Cracow, which will help to develop more effective strategies. If you had witnessed a racist or xenophobic incident, it would be worth spending 15 minutes and reporting such incident at www.open-krakow.pl!
The project is implemented by the Association INTERKULTURALNI PL in partnership with the Office of the City of Cracow (Municipal Civil Initiatives Support Centre). The activities within the project are financed from the Trust for Civil Society for Central and Eastern Europe.

The conference aims to inform the EU level debate about the situation of irregular migrants, to discuss practical follow-up to the FRA research, to promote the mainstreaming of fundamental rights standards into migration management, and to provide a forum for networking and sharing promising practices to support access to fundamental rights for irregular migrants.

On 18 October the UNHCR published a report “Asylum Levels and Trends in Industrialized Countries”. The report compares the number of individual asylum applications lodged in 44 countries in the first half of 2011. It reveals that in Poland during this period of time 1752 applications were loged, which means the number of applications decreased by 52 per cent compared to the corresponding period in 2010. Similar trends have occured in some other Central European countries -  Bulgaria experienced a fall in asylum applications by 12%,   Slovakia by 16%, Hungary by 27%. Only in Romania  and Slovenia this number increased by 37% and 19 %.

In Poland in the first half of 2011 most of all applications for granting the refugee status were lodged by foreigners from Russian Federation (1034), Georgia (331), Armenia (24), Afghanistan (17), Eritrea (12), Vietnam (11), Kyrgyzstan (11), Ukraine (11), Congo (11), Iraq (9) and Somalia (8). The number of claims submitted by foreigners from other countries is equal or less than 4 per cent.
